What settings do I use to get the this kind of tone:

i think he was talking about tone.. maybe getting a jsx and a js would be a good start

mesa triple rect, js1000 or 1200, good delay like a dd-3, dd-5, and some reverb...i think that is exactly what he was using in the studio to record this..

he was playing no JSY or Mesa back then, afaik.

He says that the gain was mostly pedals (Tubedriver and DS1). And he mentions a JC120 a lot so you may have a chance. Have you tried some pedals into a JC120-ish sim?

According to what he says in the video, neither Marshalls nor Mesas were used for recording Surfing. That doesn't mean you can't get that tone with them of course...
